When organs don’t get oxygen for a long time, the tissues start to become damaged and they stop working. So I don’t think you could just take a bunch of organs from dead people and form a new person because none of the organs would work properly.

Not really in the way that the book was written. However, we are getting better at preserving life and learning how to create life but at the moment we are at the level of creating just a few cells, not a whole human being made form the dead parts of other human beings.
However, transplant work quite well and we can even do whole face transplants now although they depend upon the tissues and organs still being alive when transplanted. In Frankenstein (who was the doctor not the monster by the way) the body parts were taken from graves where the people had been dead for some time.
